Position Information

Arlington County’s Office of Voter Registration and Elections is seeking to immediately fill several temporary full-time and part-time positions for the 2020 fall election season. The time period for these temporary positions is from approximately early September until mid-November 2020. All positions are open until filled, or until we determine our staffing needs are met. All positions are appointed by and serve at the discretion of the General Registrar.

Registrar Assistants II and III provide administrative support and disseminate information to voters in the Office of Voter Registration.

Specific positions and duties available for Registrar Assistants II include:

Mail Ballot Assistant – Assists in the preparation of mail ballots, processes applications for ballots, and returned ballots received.

Voter Registration Assistant – Processes voter applications and perform some data entry task. Assists citizens appearing to register to vote or vote by mail, and answers phone calls. May be asked to work in the office on Election Day assisting voters and poll workers.

Quality Assurance Assistant – Provides quality control on previous day’s data entries for errors. May perform some filing or other general clerical duties. No computer skills are required.

High School Volunteer Assistant – Assists the office personnel with general clerical and administrative tasks. Provide customer service assistance to both in-person and phone contacts. Completes other projects and task assigned.

Assistant Voting Machine Technician – Assists the Voting Machine Technician in maintenance and administrative tasks related to the voting machines, including scheduled maintenance of the voting machines and booths, signs, precinct carts, and related items. Training on basic machine troubleshooting to be able to assist precincts on Election Day will be provided. The busiest times for this positions are immediately before, during, and after elections. Persons with flexibility in scheduling and an interest in electronics are ideal. This position does require some lifting of moderately heavy objects.

Early Voting Site Supervisor – We are seeking individuals with extensive Election Officer or Chief Election Officer experience to supervise early voting locations. Two supervisors will be assigned to each site and work as a team to run the site. This includes adjusting site staffing to meet voter needs and picking up and delivering supplies to headquarters each day the site is open. Training will be provided at Bozeman Government Building site starting September 18 before additional sites open later in October. Must have evening and weekend availability and be available 2 weeks before the election.

Specific positions and duties available for Registrar Assistants III include:

Election Officer Assistant – Assists the Deputy Registrar in processing and managing the Election Officer (poll worker) program by performing data entry and mailings as well as take phone calls and handle scheduling. Will assist with some of the Election Officer training classes, most of which take place in the evenings. Persons in these positions will be expected to work in the office on Election Day. Successful candidate must be available to work a 40-hour work week with some overtime possible. A candidate with strong familiarity working with cloud-based software is preferred, and experience with Salesforce a plus.

Early Voting Coordinator – Assists the Deputy Registrar in coordinating key aspects of the early voting process. Manages staffing assignments at early voting locations and supports site coordinators. Coordinates supply drop offs and pickups and performs site visits. Learns voter management software and updates voter file to keep pollbooks up to date. Coordinates the reporting of wait time information. Performs post-election assessments and assists with payroll for early voting workers. Successful candidate must be available to work a 40-hour work week with some overtime possible. Work hours will mostly be 8am-5pm but will transition to 12pm-9pm for two weeks in late October.

The ideal candidate for all positions must have experience operating under the pressure of deadlines, registering voters, and working in elections or at polling places.

Selection Criteria

Minimum:
Candidates for all positions must meet the following criteria:

  • Must be a registered voter of the Commonwealth of Virginia;
  • Must have a high school diploma, GED, or equivalent;
  • Must commit to the position throughout the entire pre-election period through to mid-November; and
  • Skill at basic computer application knowledge such as Microsoft Office Suite, with some exposure to working with databases, etc.

Candidates for Assistant Registrar III must have administrative support experience, preferably with voter registration and election work.

Desirables: Preference will be given to applicants with previous experience:

  • Working with Arlington County; and
  • Serving as an Election Officers.

Additional Information

Work hours: For all positions some evening and weekend work may be required. Scheduling is flexible and may range from 20-40 hours per week, depending on workload volume and availability of other staff.

Location: 2100 Clarendon Blvd., Suite 320. **Employees are eligible for public transit reimbursement. The office is located at Courthouse Metro stop. Limited on-site metered parking. Parking is free in the evenings.

Salaries:
Assistant Registrar II hourly rate is $17.94 – $27.37
Assistant Registrar III hourly rate is $20.01 – $30.57

Permanent Arlington County employees who are selected will be assigned to these positions on a limited-term, developmental basis. The pay rules of Administrative Regulation 2.7 (Chapter 7) and the Regulation for Overtime Compensation and Premium Pay will apply to these developmental assignments.

Arlington County Government employee benefits depend on whether a position is permanent, the number of hours worked, and the number of months the position is scheduled.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered – a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee’s age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
